An overall comment is different from adding comments to individual moments on a video timeline. It's a comment that can be added to a video itself.
To do that simply go to the video's landing page:
- Scroll down to the comments section.
- Press the "Add Comment" button
- Enter your comment
- Press Save
From here, you can add more comments, edit or delete the comments you've added, and review comments others have posted.
